80% LTV / 95% CLTV is ok for basic no cashout refinance.
Only issue is if your 2nd mortgage holder would approve subordinating to a new non HARP 1st lender refinance. If they object, then a HARP 2 1st mortgage refinance is the only way to "force" your 2nd mortgage holder to subordinate.
