Richard Kirsch: Where's the Beef?: The First Thing Obama Can Do By Himself to Create Good Jobs

I am of course glad to see President Obama focus the country on what he correctly identifies as the most pressing national problem, the crushing of the middle class. The solution he laid out in his address at Knox College, a middle-out economics which sees the middle class as the engine of the economy, is both good economics and a powerful political message. It is what progressives and Democrats need to keep emphasizing over and over again, both rhetorically and in their legislative agendas.

When it came to the broad foundations of policy, the president's outline of the pillars of a strong middle class was on point: good jobs, quality education and job training, affordable health care, good housing, retirement security, and strong neighborhoods.

Still, I found the speech disappointing. The president only nibbled at the biggest change in our economy, the relentless decline in good jobs.?

Not that the president didn't correctly identify the issue. Early in his address he explained, "The link between higher productivity and people's wages and salaries was severed - the income of the top 1 percent nearly quadrupled from 1979 to 2007, while the typical family's barely budged." He went on to acknowledge that even as the economy recovers, the earnings of the average worker are down.

But when it came to further analysis or solutions, the speech was thin. He did repeat his call for an increase in the minimum wage and remind the public that the Affordable Care Act will provide coverage for people who don't get health insurance at work. However, his solutions made assumptions that ignore the profound changes in the economy that have undermined job quality.

A good lens for this is his discussion - really lack of discussion - about the role of unions, which he only mentioned by commenting, "It became harder for unions to fight for the middle class." A great example of using the passive voice to avoid explaining that unions were not decimated by an act of nature, but by a concerted attack by corporations and the right, backed by government policy.

The president pointed out that "The days when the wages for a worker with a high school degree could keep pace with the earnings of someone who got some higher education are over." But why did workers with just high school educations used to get paid well? Because they organized unions through which they fought together for better wages.?

Today, most of the new jobs being created are low-wage jobs with no benefits, which also don't require more than a high school education. If these workers were enabled - with the help of modernized labor laws and aggressive enforcement of the labor laws now on the books - to organize, they too could win decent wages and benefits. The president talked about global competition as an explanation for job loss, but that's not an issue for the service industries that employ most low-wage workers.

It is also no longer true that another of the president's pillars, education, will mean more good jobs. The fact that a higher proportion of Americans have a college education than ever before has not stopped the deterioration of job quality. In the new economy, college grads have maintained low unemployment by taking jobs that they are overqualified for, upping joblessness among Americans who aren't college grads.

Even the president's assumption that creating more manufacturing and infrastructure jobs will mean more good jobs is not as solid as it has been in the past. While most of these jobs are decent, they pay less than before. For example, newly hired auto workers make a fraction of what the industry historically paid; it would take two new auto worker jobs to support a family at the same middle-class level as the workers paid at traditional rates. More broadly, the drop in unionization in manufacturing and construction, one cause among many of the overall downward pressure on wages, means job quality in traditional good job sectors is declining.

A middle-out economy must be anchored by good jobs.? There are clearly huge legislative challenges to winning a good jobs agenda, which would include robust labor law strengthening, updated labor standards that guarantee paid sick leave and family leave, and enforcement of the labor laws already on the books. But the president doesn't have to wait for Congress to provide better jobs for millions of workers and set a new example for the country.

In his speech, Obama promised, "Whatever executive authority I have to help the middle class, I'll use it." That's great. He can start with an executive order to boost job quality for at least two million workers whose pay is financed by the federal government.?

The federal government has a history, by legislation and executive order, of protecting wages for workers paid for with federal funds. However, the prevailing wage protections put in place over the three decades from the 1930s to the 1960s now cover only 20 percent of federally funded private-sector work. Even for those workers still covered, wage rates can be little higher than the federal minimum. According to a recent study by Demos, the federal government now funds over two million jobs paying under $12 per hour -- more than Wal-Mart and McDonald's combined -- in such industries as food, apparel, trucking, and auxiliary health care.

In another report on the federal contract workforce, the National Employment Law Project (NELP) interviewed over 500 contract workers and found that 74 percent are paid less than $10 per hour and 58 percent receive no benefits from their employer. The NELP report includes one gripping story after another of workers like Lucila Ramirez, who, after 21 years as a janitor at the federally owned Union Station, earns $8.75 an hour.

A presidential executive order could directly help Lucila and the millions like her who manufacture uniforms for our military, care for our elders under Medicare, work as security guards at federally leased buildings, or are laborers on federally funded construction projects. The order would require that jobs financed by federal funds require living wages (not just minimum wage or prevailing wage in a low-wage sector), paid sick days, and prohibitions against employers fighting unionization.

I am looking forward to the president spending "every minute of the 1,276 days remaining in [his] term to make this country work for working Americans again." He can start by backing up great lines like that with an executive order for the millions of hardworking Americans whose pay comes from the government he leads.?

But Gran Turismo distinguishes itself not just on the quality of its visuals, but that gamers can use actual cars, and presumably the companies allow this because the games aren?t about highlighting crashes. They?re about handling and physics, and the only way that translates to a movie is the same way it translates to a car commercial.

Watch: Instagram trailer uncertain territory for Ashton Kutcher's 'Jobs'

Steve Jobs was known for innovating new platforms to deliver traditional content -- a symmetry that also seems at play with the marketing campaign for the new biopic about him.

The trailer for ?Jobs,? the Ashton Kutcher-starring film that looks primarily at the Apple founder early-mid career, premiered on Instagram, in what the social-media site is saying is the first-ever trailer to premiere there.

Of course, Instagram allows for only 15 seconds of video, which here make for little more than a burst of images and Jobs? famous quote about the people who think they're crazy enough to change the world. The trailer is notable for where it is -- particularly since it's Jobs' own Apple that frequently premieres new spots -- but filmgoers won't learn much about the movie.

"Jobs" hits theaters Aug. 16 after being moved from a date in April. It received a decently strong response in the room when it premiered at the Sundance Film Festival in January, though critics were more mixed. The film examines how Jobs founded, lost and then regained control of Apple; it stays away from many personal realms, as well as the last decade, of the icon?s life.

Kutcher said at Sundance that he was aware of the challenges inherent to the movie. "This was,? honestly, one of the most terrifying things I've ever tried to do in my life. I admired this man so much,? he said. ?I've thrown myself into this massive gantlet of criticism," he added, because Jobs is a figure so many people knew.? ?I've never seen Abraham Lincoln walk into a room, but I've seen Steve Jobs walk into a room.?

The legions of Jobs enthusiasts will determine whether he succeeded. In the meantime, with the Instagram news this week, the attention is on the medium a bit more than the message -- something Jobs might have said needs to come together.

Friday?s area sports briefs

? Coastal Carolina junior Andrew Dorn, of West Chester, Ohio, won the 2013 Ohio Amateur Championship Friday at Canton?s par 71 Brookside Country Club. The win came one week after winning the prestigious North & South Amateur.

Dorn carded a 2-over 73 on the final day, but birdied the final two holes in the final round to claim a two-stroke victory. He carded rounds of 66-69-73 for a 54-hole total of 5-under par 208. Daniel Belden (70-69-71) and Corey Richmond (63-71-76) tied for second, each shooting 210.

Dorn?s win at the North & South Amateur holds good company, with high profile names such as Arnold Palmer, John Cook, Ben Curtis and Frank Stranahan having also won the tournament.

Shooting 16 birdies over three rounds, Dorn also shot five bogeys over a 10-hole span in the final round before a birdie on the 140-yard, par 3 14th. Despite a bogey on 15, Dorn responded with birdies on holes 17 and 18, both par 5?s, to secure the two-stroke win.

Dorn recorded just one bogey in the first round, adding six birdies, for his 5-under round of 66 to tie for second. In round two, he had four birdies and two bogeys for a 2-under round of 69.

Carolina?s Amateur Championship

The 2013 Carolinas Amateur Championship second round was shortened by rain. The morning wave was able to complete most of their scheduled 18 holes before play was suspended at 12:55pm due to severe weather. After a three-hour rain delay due to local thunder and lightning, play resumed at 3:55 p.m. The morning wave completed their rounds and the afternoon players played until suspended by darkness at 8:35pm. The second round will be completed Saturday morning beginning at 8:00 am.

Round 3 is scheduled to begin at noon on Saturday, July 13 off both the front and back tees.

UNIFIL blasts Israel after troops cross Blue Line

Israeli troops committed a violation of Security Council Resolution 1701 by crossing the Blue Line Friday, a UNIFIL spokesperson said.

"The land violations being carried out by elements of the [Israeli] armed forces are particularly dangerous, because they can be considered provocative, and increase tension along the Blue Line," she said.

Ashland Co tornado touchdown confirmed

ROWSBURG, Ohio - The National Weather Service has confirmed a tornado touched down in Ashland County near Rowsburg Wednesday night.

They said there was evidence of a weak EF0 tornado near the intersection of County Roads 1302 and 251.

A barn was toppled by a combination of straight line and tornadic winds, which left five animals dead and others injured.

The damage path inflicted by the tornado was no more than 15 yards wide but damage caused by straight line downburst winds was more than a quarter mile in width at times, according to the NWS report.

Chinese police open fire on Tibetan monks: group

BEIJING: Police in a restive Tibetan part of southwestern China opened fire on a group of monks and others who had gathered to mark the birthday of exiled spiritual leader the Dalai Lama, seriously injuring at least two, a rights group said.

The incident, in Ganzi in Sichuan province, happened on Saturday at the gathering on a sacred mountain to make offerings and burn incense to celebrate the Dalai Lama's 78th birthday, the U.S.-based International Campaign for Tibet said.

Beijing considers the Dalai Lama, who fled China in 1959 after an abortive uprising against Chinese rule, a violent separatist. The Dalai Lama, who is based in India, says he is merely seeking greater autonomy for his Himalayan homeland.

"Large numbers of armed police and soldiers were deployed, with one source reporting at least seven army trucks and police vehicles at the scene," the group said in an e-mail on Tuesday.

"The security forces attempted to prevent Tibetans from making their offerings and gatherings, but according to two Tibetan sources in exile, some Tibetans present argued that burning incense was not a crime," it added in the statement.

"Without warning, according to several Tibetan sources, police opened fire on the unarmed crowd and used tear-gas."

Two monks were shot in the head and several others seriously injured, the group added.

While Chinese security forces often use heavy-handed tactics to stop protests in Tibetan regions, they rarely use guns.

Officials reached by telephone in Ganzi said they had no knowledge of the incident.

China's Foreign Ministry said it was also unaware of the reports, but said the Dalai Lama was using the opportunity of his birthday to promote his separatist agenda.

"We hope that people can see clearly the true nature of this," ministry spokeswoman Hua Chunying told a daily news briefing.

At least 119 Tibetans have set themselves alight in protest against Chinese rule since 2009, mostly in heavily Tibetan areas of Sichuan, Gansu and Qinghai provinces rather than in what China terms the Tibet Autonomous Region. Most have died.

South Africa: Mandela remains in hospital

JOHANNESBURG (AP) ? Nelson Mandela remains in a South African hospital, where he is in critical but stable condition.

There was no official update Monday morning on the health of the 94-year-old former president and anti-apartheid leader, who was admitted June 8 to the hospital for a recurring lung infection.

People in South Africa and around the world have expressed concern for Mandela, sending messages of support for a man seen as a global symbol of reconciliation.

Mandela spent 27 years in prison during white rule and was released in 1990. He led the shift from apartheid to democracy and became president in all-race elections in 1994.

Judge rejects Shakira ex's plea to access account

NEW YORK (AP) ? A judge in Geneva has rejected an application from Shakira's ex-boyfriend seeking rights to one of her bank accounts.

Antonio de La Rua claims he should have access to one of Shakira's accounts because it holds most of the assets from their business partnership.

In documents dated June 17 and obtained by The Associated Press, the judge said that Shakira is the sole owner of the account.

De La Rua has worked as one of Shakira's business advisers. He said he and Shakira established an oral agreement to work professionally following their romantic split in 2011.

The judge said that de La Rua does not have enough evidence to prove the two reached a professional agreement and that there are no written agreements.

De La Rua has been waging an international fight against the Colombian singer, saying he shaped the "Shakira brand." He has filed lawsuits in New York and Los Angeles.

De La Rua is the son of former Argentine President Fernando de la Rua. He dated Shakira, whose songs include "Hips Don't Lie," for more than a decade and worked on some of her business deals.

Lawyers for de La Rua's didn't immediately respond to emails seeking comment Wednesday.

The film is touching, filled with taste and care, but not enough to avoid being coy and sentimental.

On the surface, this indie does sound like standard-issue material, but its dynamics are far more complex than its simple exterior.

What Maisie Knew gives the audience a ground-eye view of its mesmerizing title character, a plucky, charismatic New Yorker who navigates downtown bars and building lobbies with the street savvy of a pro.

The result is a film that deeply engages us on multiple levels. Not only do we wonder what Maisie knows and how she knows it, we want to get this seedling to a place where she won't have to be transplanted every day.

It's a study of human nature, not at its worst, but at its most typically pathetic, and it goes to show that the more things don't change, the more they stay lousy.

Intimate, unnerving and entirely addictive.

This is a film that deals in subtle details, and its value lies in the way the filmmakers draw out small moments of surprise or truth from the familiar scenario.

It's far from the first story of a child dealing with the consequences of parental break-up -- but it may be one of the best.

The worthwhile subject matter becomes trivialized.

A wonderful modernized re-telling of the 1897 Henry James short story.

It's an intimate, well-acted and nuanced film that provides a fresh angle on an all-too-familiar struggle.

Onata Aprile is never showy and always authentic, a rare find in a child actor. In fact, she is one of the most self-possessed actors I've seen of any age.

A movie that's much easier to admire than to actually enjoy, no matter how well done or acted.

Onata Aprile's short career should blossom as people react to her subtle performance here.

Despite the big-name adults around her, it's the unknown Onata Aprile who is the star of this movie.

Gazing on Maisie, you want to know what she knows. That you can't is at once your dilemma and your opportunity, what adults must engage in order to be adults.

Despite a sensitive, mature performance from Onata Aprile as Maisie, the girl remains withdrawn and opaque throughout. In telling this sad story from her perspective, it never quite plugs in to what Maisie felt.

Arms ship seized by Yemen may have been Somalia-bound: UN

UNITED NATIONS (Reuters) - An Iranian ship laden with arms seized by Yemeni authorities in January may also have been bound for Somalia, according to a confidential U.N. report seen by Reuters on Monday.

Yemeni forces intercepted the ship, the Jihan 1, off Yemen's coast on January 23. U.S. and Yemeni officials said it was carrying a large cache of weapons, including surface-to-air missiles, being smuggled from Iran to insurgents in Yemen.

The confidential U.N. report, by the U.N. Monitoring Group on Somalia and Eritrea, cited Yemeni officials as saying that it was possible diesel carried aboard the ship could have been intended for shipment to Somalia.

The group, which tracks compliance with Security Council sanctions, raised concerns in the report about the flow of weapons to Islamist al-Shabaab militants since the U.N. Security Council eased an arms embargo on Somalia's fragile Western-backed government earlier this year.

The report did not explicitly say that weapons on the ship were headed for Somalia, but one U.N. Security Council diplomat said that if it was true that the diesel was intended for Somalia, it could not be ruled out that other items on the ship, including weapons, might also have been intended for there.

A Western diplomat said the fact that there were 16,716 blocks of C4 explosive on the Jihan 1 suggested a connection between Iran and al-Shabaab in Somalia, as Huthi rebels, unlike al-Shabaab, were not known to use C4.

The U.N. missions for Somalia and Iran did not respond immediately to requests for comment. Iran has vehemently denied past suggestions by Western diplomats of Iranian links to arms supplies to the militants.

The U.N. experts wrote that according to Yemeni security officials, the arms and ammunition were well-packed in small containers concealed inside several large compartments filled with diesel fuel.

"Yemeni officials indicated that this arms consignment was to be delivered to the Huthi rebellion in north Yemen," the report to the Security Council's sanctions committee said. "However the Monitoring Group investigated if some of the Jihan 1 cargo could have been intended for delivery in Somalia."

"When asked about this, security officials confirmed that the diesel could have been bound for Somalia," the report said. "Members of the crew have also divulged to a diplomatic source who interviewed them in Aden that the diesel was bound for Somalia."

The potential Somalia connection was not raised in a recent report by the U.N. Panel of Experts on Iran that monitors compliance with the U.N. sanctions regime against Tehran.

AL-SHABAAB REMAINS STRONG

The latest experts' report said Yemen was the top source of arms in Somalia.

The group wrote that authorities in Puntland - a semi-autonomous region of Somalia which has a fractious relationship with Mogadishu - had said that one reason they had passed a law banning Yemeni petroleum imports wthe ease with which arms were smuggled in diesel containers like the ones on the Jihan 1.

"Additional evidence indicates the involvement of an individual entity based in Djibouti as part of a network that supplies arms and ammunition to al-Shabaab in Somalia," it said.

The report said that al-Shabaab remained strong, even though it had been driven out of a number of cities and towns.

"The military strength of al-Shabaab, with an approximately 5,000-strong force, remains arguably intact, in terms of operational readiness, chain of command, discipline, and communication capabilities," it said. "At present, al-Shabaab remains the principal threat to peace and security in Somalia."

The monitoring group said it was concerned about the possible export from Somalia of know-how in the manufacture of suicide vests and improvised explosive devices (IEDs) to Kenya and Uganda. It said it had analyzed a suicide vest discovered in Kenya in March, which was similar to ones used by al-Shabaab.

This, the group said, "suggests a transfer of know-how between al-Shabaab in Somalia and al-Shabaab members or its sympathizers operating in Kenya."

Although piracy off Somalia's coast had decreased, it said some of the demobilized pirates were providing private security services to unlicensed fishing vessels off Somalia's coast.

"Puntland officials estimate that tens of thousands of tonnes of illegal catch has been fished from Puntland's coastline between 2012 and 2013 by hundreds of illegal fishing vessels," the report said.

"The vessels are predominantly Iranian and Yemeni owned and all use Somali armed security," it said.

The Monitoring Group said it was investigating reports that illegal fishing vessels were also being used to smuggle weapons.

While the reports were unconfirmed, the group had established "other connections between the illegal fishing networks and networks involved in the arms trade and connected to al-Shabaab in northeastern Somalia," the report said.

The Monitoring Group said Puntland officials estimated that as many as 180 illegal Iranian and 300 illegal Yemeni vessels were fishing in Somali waters, along with a small number of Chinese, Taiwanese, Korean and European-owned vessels.

Calming your dog's anxiety during noisy Fourth of July

July 1, 2013 ? Dog owners everywhere feel a pang of anxiety as the Fourth of July approaches. Will their pooch simply hide under the bed when fireworks go off or run for the hills? If you're the owner of a dog with noise phobias, what can you do?

University of Washington psychologist James Ha, a specialist in animal behavior, has several suggestions, each with its own set of pros and cons.

Ha, an associate professor with a side business as an animal behavior consultant, says there are three main ways to handle noise phobias: management, treatment and drugs.

Management involves removing the dog from the situation. Owners might put their pets in the basement with loud music on so they don't hear the fireworks. Others may take their dog to a kennel far removed from potential fireworks. Many kennels offer special Fourth of July programs.

If you choose the kennel-in-the-country option, Ha says it's important that your dog is already comfortable with the kennel; for example, it should be a kennel you use regularly when you're on vacation. Don't just drop dogs off at a new kennel on the Fourth of July and expect them to be happy.

Treatment options can include special wraps that apply gentle acupressure, or counterconditioning to replace an undesirable response to a stimulus (fear) with a positive one.

Ha and two researchers from Tufts University in Boston recently published a paper on the effectiveness of a product called Anxiety Wrap for calming dogs during thunderstorms. Ha says there are many similar products that all work essentially the same.

"The Anxiety Wraps work for some dogs and they work for acute situations, or short-term situations," Ha said of the research, which was funded by the company that makes Anxiety Wrap. "The distinction is, most dog bites and aggression is related to fear and anxiety -- of children, of cars, of men -- it's a chronic thing. So the Anxiety Wrap is not going to work on those situations. It's not a magic solution for all forms of anxiety."

However, Ha says the method that works every time to relieve dogs of anxiety is counterconditioning. But it's not exactly easy.

"It's tedious, it's time consuming, but it fixes the problem. This is the technique that actually makes the problem go away," Ha said.

Counterconditioning involves presenting the scary stimulus but at a level that doesn't completely freak out your dog, then rewarding the dog for behaving. In a nutshell, "Set off a lot of fireworks, then give your dog a lot of hot dogs," he said.

For example, get a recording of fireworks and play it, but not too loud. If your dog gets anxious but doesn't completely go bonkers, then reward it with a spoonful of peanut butter, a piece of steak or liver, or your dog's favorite treat. Ha suggests doing this two or three times a day. After about three times the dog will begin to get anxious, then calm down and start looking around for the food treat. After about a week, most dogs have been conditioned to accept the noise.

The third solution is to have your veterinarian prescribe an anti-anxiety drug. Ha says such drugs work well in dogs for acute, one-time situations.

"They're very effective, but just like humans, you have to find the right one, you have to find the right dose" Ha said.

Drugs also help lower some dogs' anxiety threshold enough to work on counterconditioning. Once the counterconditioning has worked, then you can take your dog off medication. Ha says he rarely sees a dog so anxious that it needs to be on meds for the rest of its life.

"If all you're talking about is a few nights, the dog is happier, the dog is better off by not exhibiting anxiety, by not biting or snapping," Ha said.?

Because a new study shows that microbes exposed to a pinch of the precious metal become more vulnerable to antibiotic attack. The research is in the journal Science Translational Medicine. Silver?s long been a medical treatment. Hippocrates himself applied it to open wounds. But its use as a cure for contagion fell by the wayside with the discovery of penicillin, and the source of its bug-blasting abilities remained a mystery. Until now.

Researchers treated E. coli bacteria with small amounts of silver. They found that the metal messes with the bugs? proteins, wreaking havoc on their metabolism. It also generates reactive chemicals that attack the microbes from within. All this weakens the bacteria?s defenses, which allows other, more conventional antibiotics to slip in and do their work. Even killing microbes that were formerly antibiotic resistant.

Mice with fatal infections were also saved with a silver and antibiotic combo, and at doses that did the sick rodents no harm. This silver was delivered by injection. For werewolves, the preferred silver delivery system is still the bullet.

Home Improvements~ ? The Plucky Knitter

This guy here ? What.A.Pistol. Just when we thinking we?re about done with home improvements/yard work/sprucing up the patio Ox decides to take flying leap (literally) from the top railing of the patio to the road below ? to catch a dog four times (at least) his size.

So now ? not as a design element but to keep Oxford from unintentionally killing himself ? we are adding two rows of stainless steel wire (or something similar and hopefully not ugly) from post to post. The things we do for our pets.
